D. OWNERSHIP OF ENTRIES
The submitted materials become the property of the Maryland State Highway
Administration who may utilize any portion of them in any way at their
discretion. Also, all submitted materials may be used by the State Highway
Administration for publication or exhibit.
The State Highway Administration also reserves the right to modify
the entry(s) at their discretion.
No feature from an unsuccessful submission will be incorporated into
the winning entry without the permission of the lead team representative.
E. SCHEDULE
The entrants should consider the following schedule in the development
of their submissions:

F. QUESTIONS AND CLARIFICATION
Following the Pre-competition Conference, written questions may be submitted
up until April 1, 2004. All questions asked, as well as the responses
will be provided to all teams in writing. Questions should be submitted
in writing to:
